Licensing Debate: Consumer Complaints

My understanding of one of the significant factors in the decision to enact legislation is the number and significance of consumer complaints registered with the regulatory agency (in this case, DPOR). It was my understanding (someone correct me if I'm wrong) that there were none prior to enacting and only one since.

Apparently consumers do not complain about home inspectors very often. I think that it's in our interest that we keep it that way. The greater the level of consumer satisfaction - the greater the level of consumer confidence - the greater the value of our service. As the ranks of entry-level inspectors swell, the average competence level is likely to decrease, eventually putting downward pressure on that value.

If it wasn't zero it was pretty close. There have been several inquiries but not about Certified inspectors so DPOR has no jurisdiction. There has only been one complaint filed but the "abuses" complained about did not merit further investigation. These complaints revolved around basement leaks, roof leaks, rotting trim and a water heater malfunction. The only comments to the inspector concerned missing required statements in his contract.

In my view, DPOR not receiving complaints is practically meaningless. Number one the Certified Inspector that they have jurisdiction over are likely the cream of the crop and number two so few people know of "Certification regulations" or where to complain. There are plenty of complaints out there.

I agree on this one - this is a statistic that will be yelled out from the mountaintops but will be useless.

In my opinion, this will be heraleded as why we don't need further legislation because there are no complaints against HI's.

We ALL know there are MANY complaints against HI"s they show up in courts, or as returned fees, or payments for damages, repairs, or other grievances...real or imagined.

These compaints don't show up at DPOR because DPOR is toothless in this effort. For all the trouble it weould take to have a complaint at DPOR (IF the people even knew it existed) the MAXIMUM DPOR could do would be rescind that HI's ability to have the term 'State Certified' on their marketing materials.

THis is a disincentive to anyone that has an griveance against an HI. Why in the world would they spend their time, money and energy on an effort that could only force an HI to change his buisness cards and briochures?
