Licensing Debate: Quality Law

What are the elements of a good licensing law? What kinds of provisions should be in a law that many home inspectors would embrace?

Off the cuff, it seems to me that the answers to this are many, but that they fall into two basic categories:

o Protect the consumer
o Protect the inspector

Consumer protection would include things like:

o Standard of Practice
o Code of Ethics
o Minimum educational, testing and experience requirements
o Liability insurance

Inspector protection might include:

o Standard of Practice

If licensing can insure that Inspectors are meet high standards then the public can be protected. If high standards are required then Don't have to constantly prove that they are qualified. The license show that they have meet the stantards.

But if the standards are low nothing has been acomplished and the industry can have a bad name for having licensed "professonals" that are doing a poor job. This gives the whole industry a bad name.
