The licensing board, administered by the Virginia Department of Professional and Occupational Regulation (DPOR), was created in 1993 to oversee asbestos licensing regulations. It was expanded in 1994 to include lead-base paint activities licensing, and again in 2001 to include
home inspector certification. At that time, the Governor appointed two home inspectors, John Bouldin and Fred Heppner, to
the board. Since then, Mr. Heppner has been elevated to the position of board chairman.
